I first thought it was the latter, but I think its the former. As in sealing canned fruit..

Before the advent of lick & stick adhesives on envelopes, the only way to assure that a document had been unopened between sender and recipient was for the sender to use his seal on a blob of hot wax (and for the recipient to recognize the seal of course).

Seal in this sense was a noun long before it became a verb.
