It's a reference to Mary Whitehouse, who was sorta the Anita Bryant/Phyllis Schlafly of Britain. She was always trying to clean up smut in music, movies, TV, and was forever promoting "Christian values"

no mention in wiki about Brian (tho' it sorta rings a [cow]bell) but she thought Benny Hill was obscene, so you can only imagine.
