It's an existential crisis.  Levon has defined himself by his possessions -- the money he makes, the balloons he inflates -- and thinks that by doing so, he's creating a better world for his son.  And Levon cannot understand why Jesus does not take a similar worldview, why he doesn't adhere to the same mores and family values that served Levon so seemingly well.  Can Levon and Jesus both be good men?  That's the song's central proposition, and one of my favorite Taupin lyrics, the more I've pondered it over the years.
