The Ozark Mountain Daredevils, featuring Sir Monti Rock III !  Because of him the song was originally titled "Jackie Blew"

Too funny.  I thought for a second that that ELO song was Cheap Trick.  Pretty similar at that point, both in instrumentation and vocal sound.
