I don't know the context of this, but radiation tends to affect fast growing cells, so children and pregnant women are "particularly susceptible" to radiation. This is why radiation is such a good treatment for brain cancer, since the nerve cells are so slow growing, and the cancer is fast growing, it's like magic.
