I hate it when they take out the Bootsy Collins and Q-Tip bits. What's the purpose of that: to keep it "whiter"? Ruins the song for me.

That is the purpose, yes. There have been many AOR-targeted edits of songs (REM's "Radio Song" minus the rap is another example). Anything hip-hoppy was still considered a major turn-off to the mainstream audience in 1990. Times change.
